General Purchasing Buyer

Brief description of the position/Range of responsibility：

• Being responsible for construction related purchasing activities

Key tasks:

• Analyzing market situation for assigned commodities and searching for best-in-class vendors domestically or globally to fulfill technical requirements and delivery date
• Drafting, proposing and executing sourcing strategy for assigned commodities based on technical knowledge, work experience, market research and company strategy
• Taking lead in bidding process independently in accordance with company General Purchasing policy and process from tender kick-off, RFI/RFP/RFQ, to negotiation and contracting
• Conducting cost analysis for assigned commodities to achieve best price-quality-ratio result to maximize company benefits
• Reporting to different types of CSC(Cooperate Sourcing Committee) in terms of bidding results according to meeting definition based on e-class and contracting value 
• Taking lead in contracting process incl. negotiating with vendors regarding contract terms and conditions, tackling contract deviation cases jointly with legal team etc.
• Supplier management incl. entry evaluation, registration, routine maintenance, performance evaluation, exit management etc.
• Taking full responsibility of dedicated coordination tasks incl. but not limited to meeting management, project coordination etc.
• Taking full responsibility of assigned tasks beyond routine business e.g. tackling urgent cases, organizing team activities etc.
• Performing individual task-related duties in accordance with the knowledge and experience of the position holder.
• Advising other people holding positions at VCIC, its subsidiaries/associate companies, or cooperating organizations upon request and in consultation with the appropriate people responsible.

Qualification and skills:

• Bachelor degree or above from dual first-class university/major or 985/211 university
• Majoring in Architecture, Civil Engineering, Computer Science, Software Engineering, Vehicle Engineering, Mechanical Automation, Communication Engineering, Supply Chain Management, Human Resources, Administration, Accounting, International Trade, Languages (English/Translation) etc.
• Being good at English communication skills in both spoken and written
• Mastering sufficient office software skills
• Being able to work under pressure and acting responsibly, reliably and responsively
• Being full of team work spirit and customer-oriented 6. High integrity sense and conflict mgt. skills
